In September, the Government announced its plans to invest £40 million, over 2 years from October 2006, through the Dignity in Care for Older People Capital Grant Programme for Hospices. The funds are for capital use only and are intended to enhance the physical environment for the direct benefit of older people.
*** URGENT UPDATE ON THE DEPARTMENT OF HEALTH GRANTS PROGRAMME ***
We have been advised that the Department of Health have now agreed to pay the balance of your grant in advance. However, they have also made amendments to the way we have been processing claims and to the timetable to claim the balance of your grant.
To receive the balance remaining on your grant you need to submit:
1. One Claim Form, covering the amount outstanding
2. An invoice from the hospice to DoH for the balance remaining on your grant. Note, your invoice must be made out to the Department of Health (do not make reference to Help the Hospices)
If you have been awarded more than one grant, you must submit the above paperwork for each.
To fit with the Department’s own financial timetable, that we have only just been made aware of, these must now be posted to the Grants Team at Help the Hospices to arrive no later than Wednesday, 5th March 2008. Alternatively, you can scan signed copies of these and e-mail them to us – our e-mail addresses are listed below.
We appreciate that this is a very tight timetable and are disappointed that we have only just been notified of this, despite having requested this information for some time.
If you envisage a problem in doing this you must contact the Grants Team as soon as possible. Failure to submit your claims by 5th March may put your grant at risk, though clearly Help the Hospices will do all we can to support hospices to avoid this happening.
We will treat these as ‘advance payments’ therefore, please do not send in receipted invoices with the Claim Form. However, receipted invoices must be submitted under separate cover as soon as possible once costs have been incurred. The deadline for sending receipted invoices to us remains March 2009 as previously advised. (At one stage this week, the Department suggested bringing this date forward to March this year, but they have now agreed with us that this would not be feasible). When you do send these receipted invoices to us please ensure that you clearly identify which invoices relate to which budget item in your application.
Please note that as has previously been stipulated by the Department, any money unaccounted for, i.e. not spent against receipted invoices by March 2009, must be returned to the Department of Health. Please also note that you will still be required to return quarterly Progress Reports for your project.
If you are in a position where planning permission (where necessary) and full project funding still need to be in place, and you have not already advised us, please contact the Grants Team as soon as possible to discuss this. We will do all we can to negotiate on your behalf with the Department.

Capital Projects Seminar
