The Compact

In 1998 the government and the voluntary sector agreed a new national Compact. Outlining the principles that underpin good practice, it aims to simplify and improve the relationship between government and voluntary organisations.

Although it is not a legally binding document, it sets out expected best practice in relationships between the state and the voluntary sector, such as involving the voluntary sector in decision making, and establishing secure and longer-term funding arrangements.

What we are doing

Hospices work closely with NHS commissioners and partners at a local level. Help the Hospices is working at a national level to make sure that those relationships are as effective as possible.

The Commission for the Compact in partnership with Help the Hospices has recently published new research looking at the vital relationship between charitable hospices and NHS Primary Care Trusts and focusing on how well the Compact is being implemented in relation to supportive and palliative care.

Positive Engagement, Future Practice: Learning for End of Life Care A study into the funding of palliative care uses interviews and real life examples from a series of ten anonymous case studies to explore how well the two sectors work together as well as to draw out learning points.
